Anti-Harassment Policy

Policy Statement

An-Najah National University is committed to providing a safe, respectful, and inclusive campus environment free from all forms of harassment. Harassment, whether verbal, physical, sexual, psychological, or online, is strictly prohibited. The University values dignity, respect, and equality, ensuring that every member of its community feels secure, supported, and empowered to thrive academically and personally.

Purpose

The purpose of this policy is to:

  • Prevent and eliminate all forms of harassment within the University.

  • Promote awareness and understanding of acceptable conduct and professional behavior.

  • Provide a clear, fair, and confidential process for reporting and resolving harassment complaints.

  • Uphold the University’s commitment to equality, diversity, and inclusion.

  • Strengthen a culture of mutual respect, accountability, and community well-being.

Scope

This policy applies to all members of the An-Najah National University community, including:

  • Students

  • Faculty and academic staff

  • Administrative and support staff

  • Contractors, subcontractors, and vendors

  • Volunteers and interns

  • Visitors and guests

It covers all University activities, programs, and settings, including:

  • Academic and research activities

  • Classrooms, offices, laboratories, and libraries

  • Online interactions and digital platforms

  • Campus facilities, events, and extracurricular activities

  • Off-campus behavior when it impacts the University community or its reputation

Principles

  1. Zero Tolerance

Harassment in any form will not be tolerated. Behavior that creates a hostile, intimidating, or unsafe environment is strictly prohibited.

  1. Respect and Dignity

Every individual is entitled to be treated with respect and dignity. The University fosters a culture where all voices are valued and diversity is celebrated.

  1. Fairness and Impartiality

All complaints are taken seriously and investigated promptly, objectively, and impartially. Both the complainant and the respondent are treated fairly throughout the process.

  1. Confidentiality
    All reports and related information are handled with strict confidentiality. Disclosure occurs only when necessary to address the matter appropriately.

  2. Protection Against Retaliation

The University ensures protection for anyone reporting harassment or participating in investigations. Retaliatory behavior is strictly prohibited and subject to disciplinary measures.

  1. Education and Awareness

The University provides ongoing training, workshops, and resources to raise awareness of harassment issues, encourage respectful behavior, and promote a safe and inclusive environment.

  1. Support and Guidance

Individuals affected by harassment are entitled to support, counseling, and guidance throughout the reporting and resolution process. The University is committed to minimizing the impact on victims and maintaining their well-being.

Reporting and Complaints Procedure

Any individual who experiences or witness’s harassment is encouraged to report the incident to the designated University office. The University ensures:

  • A safe and supportive environment for reporting

  • Prompt, thorough, and confidential investigation

  • Clear communication of outcomes and follow-up actions

  • Appropriate corrective measures when harassment is confirmed

Enforcement and Consequences

Violations of this policy may result in disciplinary action, including formal warnings, suspension, termination, or expulsion, depending on the severity of the behavior. The University applies these measures consistently to uphold safety and fairness for all.
