Vice President for Planning, Development and Quality
Dr. Yousef Dama serves as the Vice President for Planning, Development and Quality and is an Assistant Professor of Telecommunications Engineering at An-Najah National University, Palestine. He earned his Bachelor of Science in Electrical Engineering from An-Najah University in 2005, followed by an M.Sc. in Personal Mobile and Satellite Communications from the University of Bradford (UK) in 2006. He later completed his Ph.D. in Broadband Wireless Systems Engineering at the University of Bradford in 2013.
Throughout his career, Dr. Yousef held a number of administrative positions at An-Najah National University. He served as Head of the Department of Electrical and Telecommunications Engineering from 2017 to 2021, and as Assistant Dean of the Faculty of Engineering and Information Technology from 2022 to 2025, during which he actively contributed to accreditation processes, updating study plans, quality assurance, and strategic planning for the faculty, including the development of academic quality systems related to the ABET international accreditation file, which is considered one of the most important quality standards in engineering faculties.
As a researcher, Dr. Yousef has authored more than 70 peer-reviewed publications in leading international journals and conferences. His research spans a wide spectrum of advanced wireless and communication systems, including: Wireless propagation modeling (indoor/outdoor, 60 GHz, UWB), Massive MIMO, MIMO-OFDM systems, and space–time coding (including QO-STBC), Indoor localization using RSS, AoA, TDoA, and hybrid techniques, Sustainable and energy-efficient communication systems, Software-defined radio (SDR) and green wireless technologies and 5G/6G applications, propagation challenges, and channel modeling
In addition to his research, Dr. Yousef is deeply involved in curriculum innovation, educational development and quality assurance
The Deputy President for Planning, Development and Quality Assurance has the following responsibilities:
- Discussing with the University President and following up with the development of the quality of education in different faculties and departments
- Supervising the implementation of the University’s strategic plans and projects
- Participating in planning and implementing the University strategic plan
- Representing the University when meeting with relevant parties and participating in different conferences and seminars
- Hosting guests and delegations of development, quality assurance and institutional research
- Coordinating with universities ranking institutions and providing them with the required statistics for the ranking process
- Conducting studies regarding international accreditation for programmes and faculties
- Making sure of the completion and accuracy of the accreditation forms for new faculty programmes
- Following up with and auditing the quality of the academic programmes after the accreditation process on the course, programme and faculty levels
- Setting key performance indicators and metrics for the administrative departments to ensure high quality administrative operations
- Coordinating with the academic vice president to work on common responsibilities regarding academics evaluation and teacher training
- Running An-Najah Quality Assurance Unit
- Running the Institutional Research Unit
- Running the ABET Centre
- Preparing studies and reports to obtain international accreditations for the University's various programmes.
