Supporting National Clean-Energy Policy Development

Empowering Policy Through Research, Consultation, and Partnership

An-Najah National University (ANNU) plays a leading national role in shaping and supporting government strategies for clean energy and energy-efficient technologies. Through its Energy, Environment, and Climate Change Research Unit, ANNU serves as a long-standing scientific and technical advisor to the Palestinian Energy and Natural Resources Authority (PENRA) and related ministries.
The University’s experts provide evidence-based policy guidance, technical studies, and pilot demonstrations that inform national planning, including renewable-energy integration, efficiency standards, and sustainable infrastructure design.

1. Direct Government Support and Consultation

ANNU is officially recognized as a national reference institution for clean-energy expertise. University researchers are regularly nominated to government technical committees and working groups focused on:

  • National Energy Strategy 2030 and the Renewable Energy and Energy Efficiency Law.
  • Design of feed-in-tariff schemes, solar rooftop regulations, and energy-efficiency codes for public buildings.
  • Capacity-building programs for engineers and municipal energy officers coordinated with PENRA and the Ministry of Local Government and private electricity companies.
  • Technical due diligence and feasibility assessments for renewable-energy projects implemented in rural and off-grid communities.

2. Policy-Relevant Projects and Demonstrations

ANNU has translated research into practice through large-scale, externally funded projects that directly shaped public-sector policy frameworks

·      MED-EcoSuRe (ENI CBC Med Programme) – ANNU shared best practices for energy efficiency in Palestinian higher-education buildings, providing policy recommendations for national energy-saving standards.

3. Institutional Mechanisms Supporting Government Policy

  • An-Najah Consulting Company provides official consultancy to government and private utilities, delivering feasibility studies, standards, and energy audits that directly inform policymaking.

  • Research-based Evidence and Data Sharing: ANNU provides validated datasets on energy consumption, solar-radiation mapping, and building energy performance for use in national reports and strategy updates.

Policy Dialogue and Education: ANNU integrates national energy policy objectives into its teaching and public-awareness campaigns, ensuring that graduates and local communities understand and support the country’s clean-energy transition.

4. Impact and National Alignment

Through these continuous and formal engagements, ANNU has:

  • Informed Palestine’s National Energy Efficiency Action Plan (NEEAP).

  • Enhanced public-building efficiency regulations through applied university research.

  • Strengthened government–university partnerships to achieve Affordable and Clean Energy and Climate Action.
