University Climate Action Plan and Community Partnerships
An-Najah National University (ANNU) has adopted a university-wide Climate Action Plan 2024–2028, updated in 2025, establishing a strategic framework for measuring greenhouse gas emissions, reducing their sources and addressing related climate impacts.
Approved by the Board of Trustees and University President, the plan sets a Net Zero emissions target for 2028. It connects campus operations, research, education and community engagement with the University’s wider climate action commitments.
Sharing the Plan with Government and Community Stakeholders
-
Environment Quality Authority.
-
Palestinian Energy and Natural Resources Authority.
-
Palestinian Green Building Council.
-
Nablus Chamber of Commerce.
-
Local education directorate.
These stakeholders are consulted on the plan’s community-engagement actions. This engagement connects university expertise with public-sector priorities, school education, sustainable buildings and local economic activity.
The plan also provides for partnerships with municipalities, schools and NGOs to promote urban sustainability, environmental education and reforestation.

Energy-related implementation is further explained in the Energy Efficiency Plan 2024–2028 and the Greenhouse Gas Emission Management and Reduction Program.
Monitoring and Public Reporting
For 2025, the University reported 381.30 tCO₂e across Scopes 1–3, representing a 93.4% reduction against the 2019 baseline. Scope 2 emissions remained at zero. These results provide a progress assessment while further reductions in remaining emissions continue toward the 2028 target.
