Capacity Building and Training on Soft Skills: Training of Trainers (TOT)

Consultant for  “Improvement of Students Skills towards Employment Enhancement” Project


An-Najah National University (ANU) and Palestinian Food Industries Union (PFIU) have received a grant from the Quality Improvement Fund’s (QIF) Education to Work Transition Project in partnership with the “Ministry of Education and Higher Education” and funded by the World Bank for the project entitled: Improvement of Students Skills towards Employment Enhancement.

This project is designed to enhance the soft-skills for ANU’s trainees by incorporating them in more experiential learning and practical training in food industries.

This project will integrate actual experience of private sector with the educational knowledge and experience of ANU’s academicians in supervising their trainees and guiding them to innovatively address the needs/problems encountered by food industries. Having such sustainable integration would ultimately improve the ANU’s trainees’ skills through gaining more practical exposure in the market and hence, would increase their employment opportunities in food industries. On the other hand, to guarantee the sustainability of delivering the soft skills for ANU’s trainees before they conduct their practical training and internships in food industries, capacity building and training for staff at ANU (Practical Training Center (PTC), An-Najah Business Innovation & Partnerships Center (NaBIC) and Alumni Affairs and Career Unit (AACU)) on how to deliver the needed soft skills for trainees in the university before going to food industries. The intended capacity building and training for the staff is expected to result in a group of “training of trainers” (TOTs) in the three participating units (PTC, NaBIC and AACU).

To this end, ANU University seeks the selection and employment of a consultant for conducting such capacity building and training assignments for representative members of staff from PTC, NaBIC and AAU towards qualifying them to be TOTs of soft skills for trainees in the university.

An-Najah National University (ANU) and Palestinian Food Industries Union (PFIU) are currently considering the selection of a professional and qualified expert-consultant who will execute the capacity building and training assignment for members of staff from PTC, NaBIC and AACU for the purpose of preparing them to be TOTs to deliver the necessary soft skills training for ANU’s interns and trainees before their actual internships in food industries. The outcomes of this assignment will be a group of TOTs-members of staff  participating from the three centers in ANU highly-qualified and equipped with soft skills and training competences and soft skills materials needed for the continuation of delivering this kind of training for ANU’s interns and trainees before their actual internships in food industries. In addition, upon the completion of this assignment, the members of staff who will participate in the soft skills capacity building and training activities should have been acquainted with the soft skills they have been exposed to and should have the ability to conduct similar training on soft skills for ANU’s trainees and interns before they start their actual internships in food industries.

The findings of the report of this assignment will enable the steering committee of the project to measure the impact of the soft skills training and capacity building of the participating staff members on the fulfillment of the project's objectives.

The consultant will be responsible for accomplishing the following tasks:

  1. Carefully reviewing the so-far monitoring and evaluation reports prepared by the project’s monitoring and evaluation consults. Specifically, reviewing and examining and understanding the comments, concerns and recommendations related to the essential key roles of academic supervisors, PTC staff, and the needed softs skills that trainees should possess before starting their actual internship and practical training in food industries.
  2. Preparing a set of capacity building and soft skills training programs for (5 persons are expected to attend from the PTC, NaBIC and AACU) in compliance with what is identified in point (1).
  3. Conducting the prepared soft skills training and capacity building programs (24 contact hours) prepared in point (2) via employing both theoretical and practical tools in training. Employment of practical tools and case study demonstrations is soft skills training is highly appreciated.
  4. Qualitative and quantitative evaluation of the participants’ skills before and after the soft skills and capacity building training.
  5. Preparing a comprehensive “Internship Soft Skills Manual” including, but not limited to, the soft skills material, divided into separate and sequential set of chapters on soft skills topics, well-designed and animated power point slides (electronic and hard copies) with illustrating practical examples, video demonstrations, photos, practical case studies, teaching and learning games, samples of multiple choice, essay type exam questions and evaluation and grading criteria for evaluating ANU’ interns and trainees.
  6. Preparing a set of guidelines to TOTs illustrating the methodology of conducting the soft skills training for ANU’s interns and trainees including some test banks for exams on the manual topics.
  7. Preparing and submitting a final report showing all implemented activities, analyses, results and recommendations.

The consultant will be responsible for submitting:

  • Implementation plan to conduct the assignment.
  • A draft report presenting all findings and recommendations, according to the approved implementation plan.
  • A set of soft skills and capacity building programs for participants from the ANU’s three centers.
  • Minimum of 24 contact hours training on soft skills for 5 participants from ANU’s centers.
  • A comprehensive “Internship Soft Skills Manual” (both in Arabic and English) for the TOTs.
  • Final comprehensive report documenting all the findings, including but not limited to: implemented activities, evaluation and recommendations.

Applicants should have the following competencies:

  1. A Master’s or Ph.D. degree in any of the following disciplines: Human Resources Development, Training and Development, Capacity Building, Business Administration, or any other related discipline from a recognized university.
  2. At least 4 years of work experience.
  3. Submitting at least 4 similar assignments with the application for this assignment.
  4. Good abilities in preparing and conducting soft skills training and capacity building tasks.
  5. Ability in employing interactive practical tools and real-life case studies in training.
  6. Effective ability in preparing manuals in Arabic and English.
  7. Ability to communicate, present and report in English effectively.
  8. Effective time management and planning.

All candidates shall be provided with further details of the assignment.

Our selection, criteria and contracting processes will be according to the procedure of World Bank recruiting policies.

Contract Type: Lump-sum contract

Time Frame: from Feb. 14, 2016 to April, 14, 2106

Level of effort  is12 working days.
